Spring Break Times
Mobile, Baldwin highest county rates
for juvenile arrests related to alcohol
AUBURN (AP) Underage drinking appears worse at prom and spring-break time when some young people experiment with alcohol in a rite of passage that can have deadly results, police say.
On prom night, teens in fancy dresses and sharp-looking tuxedos go out to dinner and then dance the night away with friends. Some mix the partying with alcohol.
"Some of the results of underage drinking are vehicle crashes, alcohol overdose, disorderly behavior, sexual assault, criminal behavior, truancy, sexually transmitted diseases and pregnancy, to name a few," said Auburn police Lt. Joe Stroud.
Leading teen crash cause
National research shows alcohol is the leading cause of all fatal and nonfatal automobile crashes involving teen drivers, according to the Nationwide Prom Promise Web site. It says nearly eight young people per day one every three hours die in alcohol-related vehicular crashes.
Nationwide Prom Promise is a program that encourages students to sign a pledge promising not to use alcohol and other drugs, especially on prom night.
Stroud said drinking by some teens is considered a rite of passage.
"Many kids consider it a 'safe' drug, it's cheap and easy to get and it lowers inhibitions," he said. "And a lot of kids believe it raises their self-confidence."
Just this spring-break season, from March 14 to April 21, there were 35 alcohol-related arrests of minors in Orange Beach, while Gulf Shores police reported 135 arrests of minors for underage possession of alcohol.
Worst 20 percent
A report this year by the state Department of Mental Health and Mental Retardation ranked Mobile and Baldwin counties in the "worst 20 percent" of Alabama counties for juvenile arrests related to alcohol. That distinction means Mobile and Baldwin counties had some of the state's highest rates of alcohol arrests of minors, according to Kent Hunt, associate commissioner for substance abuse services at the agency.
Orange Beach Police Cpl. Pat Donnelly sees a lot of underage drinking. He said the teen drinking and drunken driving are the resort town's biggest problems.
"It's something we know is going to happen, and these kids are going to get in the car," Donnelly told the Mobile Register while out on patrol. "So if you don't take care of one, then you have the other."
Lt. Jerry Bradford of the Alabama Alcoholic Beverage Control Board Enforcement Division told the Opelika-Auburn News that while arrests for underage drinking may be down in some areas, the problem is not necessarily getting better.
"Use of fake IDs is very, very, very prevalent," Bradford said.
Stroud agreed.
"It's real easy to get a fake ID," he said. "What kids are doing is altering IDs by changing the date of birth or the physical description, or they'll take their roommate's or friend's ID. Some will take the temporary license and change the information on that. Or they can go on the Internet and buy a fake ID."
Fake ID not illegal
There is no Alabama law against having a fake ID. "There needs to be some legislation passed that the mere possession of it is illegal," Stroud said. "That would help."
Stroud said the use of fake IDs can be much more harmful than many people realize. He cited an accident that happened many years ago involving a group of teens and a fake ID.
"A group of students had been to a bar and one of them couldn't get in because they weren't old enough," Stroud said. "They left and got a fake ID and were returning to the club with the fake ID." The students, riding in a Corvette, ran under a school bus, shearing the top of the car and decapitating its occupants.
"One of the girls was clutching a fake ID in her hands," Stroud said. Unfortunately, he said, because of the circumstances of the accident, officers were unaware that the ID did not belong to the accident victim.
"The wrong set of parents were notified," Stroud said. |
